HTML in folders for offline use?

Before I reinvent the wheel…

I sync my music and video libraries to an external drive that I take with me while traveling. Often, I’m using the drive on systems on which I can’t run the server software (such as my Chromebook). I would like to have HTML documents in each folder (or something else usable without a server), akin to or derived from the existing .nfo and .jpg files already there, so I could browse and, ideally, play my media from the drive without the server software.

I’m probably not the first person who has had this idea. Has anyone already created scripts or programs that can spider through the drive and create the files?
