choppy playback

Recently I reinstalled the OS on my HTPC. I did a clean install of Lubuntu 16.10 and Kodi v17rc3.
Of course I installed VAAPI drivers (tried 1.7.1 from PPA and 1.7.3 compiled from source).
When I play a video, every few seconds (random 1-4s) I get this weird choppy thing. Its not silky smooth like it used to be on Ubuntu 14.04 and Kodi v16. I dont have any idea what is the problem so here is my log and of course I will provide all the necessary information you need.
