Full screen not full screen

I am running Kodi 16.1 on a Windows 10 box. 64 bit, 4 Gb RAM. The HTPC remains on all of the, the system has been setup so that it ignores power down commands from the IR remote. The issue I have is that when turning off the system (AV receiver, TV etc), and then turning it back on Kodi does not fill the screen. I purchased a HDMI splitter which is set to send a fixed EDID regardless of what is connected to the output. The OS does remain sized correctly, so it appears that I do not have an issue at the OS level. I have a photo the messed up screen, but can’t seem to find a way to attach it.
