I opened this as a new ticket at the bug tracker a month ago, but it has not been accepted so far.
I’ve personally processed the NTSC DVDs of Sledge Hammer! The second season is a mixture of progressive 23.976 fps and 29.97 fps material, and I have produced VFR Matroska files out of my encodes with proper timecodes in the container.
The files playback fine on my PC, but on Kodi, I usually get 24p output which of course causes serious stuttering during the parts that should be output as 59.94 or 60p. “Adjust display refresh rate” is set to “On start/stop”. Setting it to “Always” just makes the TV blank for a while when the receiver starts sending different refresh rate stuff out.
I’m not entirely sure how Kodi should handle these as my other VFR material has been a mixture of 25p and 50p which is a simple task to handle and works properly. I assume that the playback rate should be 59.94 or 60 fps?
Is there any specific answer to the question “how does Kodi handle VFR video”?
