Kodi via TV or via laptop with 32″ monitor?

My TV is 6 year old smart Samsung. I am due to replace an old PC windows XP. Minded to buy a windlows laptop and add a 32″ monitor. We are TV addicts. Want best quality Kodi performance – no juddering. Do I need to buy a monitor with 4K feature or is the 4K support provided by the software in the right laptop? I am assuming Kodi will not work on my old Samsung TV?
