Have you used “More > Settings > Media library folders” to instruct VLC where to search?
In the Audio section, VLC only searches the result list that is currently on display. However, at the end of the search, there is a button SEARCH IN ALL MEDIA LIBRARY. VLC still won’t search Download, for example, unless you instruct it to.
