If it works with a different OS version, and disabling hardware acceleration works around the bug, it’s a display driver problem with near certainty. (And if then, VLC is unable to keep up, it’s because hardware acceleration is disabled and the CPU is just too slow.)
It could be a VLC bug, but the argument for that is not very convincing. But VLC is open-source and patches are welcome anyway.
