I just discovered this is already an option: Preferences -> Hotkeys -> Mouse wheel horizontal axis control -> “Position control reversed”. However, it doesn’t currently seem to actually change anything, at least using the current VLC 4 nightly. Also, there is no option for “Volume reversed”, which would make sense IMHO, if the motivation is to cater to people using “natural scrolling” on Windows.
