Audio Passthrough Cannot Be Disabled. Unable To Adjust Volume In Windows.

No matter what I do I cannot seem to disable audio passthrough in Kodi. My goal is to be able to adjust the volume level from within windows. Currently with settings shown below, neither the windows system volume control, nor the windows audio mixer kodi app specific volume control has any effect on the volume. Sound is output full, but there is no ability to control it.

My setup is simple, PC audio/video via HDMI to my TV. The issue is something specific to kodi and/or my kodi settings, because I can adjust the volume of other apps–vlc, browser, media player, etc–from the windows volume controls. I would appreciate constructive thoughts and suggestions. Thank you.
