I’m pretty sure VLC doesn’t delete any of your files unless you select DELETE from a pull-down menu and then click on “DELETE FOREVER?”.
One thing I’ve observed is that downloads from a browser private window are deleted when you close the window (for privacy, I presume). Also, if you ask the browser to purge the list of downloads, it may also purge the files themselves.
