I don’t know about the cause, but I get the same symptom with VLC 3.0.20 on Windows 11. I tried one workaround suggested in this discussion but it didn’t work. I did not try downgrading to earlier versions, but I tried OpenShot 3.2.0 instead. It doesn’t require you to hand credit card info and it too is amateurish, but I nevertheless managed to trim an MP4 in less than 1 person-hour. I had no prior experience with OpenShot. The worst bug I hit was failure to play audio on the initial launch.
