Still having this problem – I can play a network stream on iOS VLC, but it is not added to the list to choose from and no other appparent way to save it as a bookmark. In fact I have an old network stream appearing in the list of bookmarks, but I no longer use the camera it links to.
This is on iPhone 12 pro max, iOS 17.5.1. iCloud is enabled on the iPhone.
