When installing Kodi 17.0 RC3 on the above system when Microsoft Visual C++ 2015 Redistributable (x86) 14.0.23026 is already installed, and the checkbox in the Kodi installer is selected by default, the installer hangs. The only solution is to kill the process in the task manager and reinstall without the checkbox selected. Then installation goes properly.
