Why Power Off Menu was removed from Kodi and Why kodi17 isnt support 4.4 android

Hello Everyone.
I recently bought Android Stick Tronsmart MK808B Plus like this:

It came pre-installed with Kodi Helix 14.1. This version of Kodi has Power Off Menu when you press on power button at bottom left corner of the screen. It is very useful feature since Android Operating System does not have such button pre-installed by google.
Smart phones have physical button, so you can initiate power off on smartphones, other Android devices like lets say dev board Orange pi has physical button to initiate power off, maybe sat tuners running Android have power off functions.

In other words Google designed Android operating System but did not include in design Software Power Off functions like it done in Windows or Linux where you can power off computer with Menu and mouse.

Instead of just unplugging android Stick each time when I need to finish work and hope that next time it will start properly and smoothly , I was using power off function of Kodi and it worked perfectly.

Then one day I decided that maybe my version of Kodi is outdated and I could upgrade to something more recent and latest.
By the way pre-installed version of Kodi did not work perfectly, It could not read video-file I threw at it, not sure if it maybe did not have root permission chmod666, but anyway, I went to this page and downloaded all versions for my architecture of cpu which is arm v7 32 bit:

I was very surprised, none of the editions of Kodi I installed had Power Off menu starting from Kodi Helix 14.2.
Also Helix 14.2 when starts asks for some reason for su permission. Other versions of Kodi even when installed from scratch do not ask for root(su).
Also not all versions perfectly stable, especially Release Candidate versions can come out from program to desktop of android sometimes.

I was very happy that finally Kodi started to work, I could read my video-files and quality of Kodi is very good comparing to other not really finished products on GooglePlay like VLC or something else. VLC sometimes has freezes for half second when reading video files, but Anyway I was happy that Kodi works and not happy that Power Off menu disappeared.

On android 4.4 I could install Kodi 14, 15 and 16 but not 17 Krypton. Why so? I looked on google play and it says in requirements Android 5.0 and up. And I thought to myself why Android 4.4 not supported?
If to look at diagram how many different version of Android and on market and we will find out that android 5.0 is not spread so much yet, and also we all know that to update android on device sometimes very difficult or not possible at all, sorry it is the way it is.
With Samsung devices you could get one or two updates of Android, but other devices mostly out of luck.
So in such way latest versions of Kodi removed from Android 4.4 users which is really sad because Kodi is very good piece of software.
There is still a lot of users with Kit Kat and other versions of Android out there, I understand that new devices appear, but it does not mean that old devices disappear:
