Windows 10 Will not launch Kodi 17 #2

I am addressing only my problem of Kodi 17 NOT installing. my former thread got off topic & the thread was closed before the problem was resolved. If any one would like to help me understand HOW to get Kodi successfully installed, i will provide my email to privately address this.
