MPEG-2 VOB’s stutter and fast forward

I have a Simpsons library of DVD’s ripped to VOB files on a NAS that I’ve been watching on XMBC/Kodi for years. (I ripped to VOB to maintain menus and commentary; I know issues like this might be fixed by ripping to MPEG-4.) After updating OSMC to the Kodi 17.1 version on a Raspberry Pi2, I’ve started to notice stuttering, dropped frames, and black frames (audio is fine.) More annoyingly, playback will fast forward seconds or even minutes without any input from me. The time at which the fast forward occurs is repeatable for a given episode.

I had playback issues years ago, but it has been pretty stable for about the past year or two until recently.

Playback of the VOB folder with VLC 2.2.4 on my Windows PC is fine.

I went back to Kodi 15.2 on my Windows PC, and that version has no problems. 17.1 on the same Windows PC has stuttering, dropped frames, and fast forwarding but no black frames. The time at which the fast forwarding occurs and the duration of fast forwarding are different than on the Pi. 17.3 has stuttering and dropped frames, but I haven’t encountered a fast forward yet.

I’ve tried searching Trac and this forum but haven’t found any reports matching my issue. One complication is that terms like “DVD” and “VOB” are too short for forum searches.
