Program is for selecting one specific TV channel out of a transponder/multiplex. It is normally only used for broadcast (satellite, cable or terrestrial digital TV) not IPTV.
Chapter and Title is for seeking to different part of a recording, typically a DVD or BD. It makes no sense for live TV.
What you seem to have is a playlist of live IPTV streams. You need to find where the playlist of former programs is. VLC can’t guess what you want to play out of thin air.
