Video stops after 8-10 seconds

The title pretty much says it.  the seconds keep running but the video freezes.  I’ve tried the “clear cache” thing seen on most troubleshooting pages many times.  I can’t watch anything.  Any tips or help is greatly appreciated, thanks.
