Help me understand how the white list is supposed to work



My 4K TV takes a few seconds to change resolutions so I avoid whitelists.  And with no whitelist my 2019 Shield TV Pro will do AI upscaling.  So I haven’t been using whitelists.  

But for some reason I have a problem with judder on some 720p PVR recordings, thread here:

My workaround is to change the resolution to 3840×2160 @ 29.97Hz and for some reason it stops the judder.  However to be allowed to change the resolution during playback of a recording I have to add the 3840×2160 @ 29.97Hz resolution to the whitelist otherwise it isn’t available.  The problem with that is once I’ve switched to that resolution Kodi gets stuck there, even exiting and restarting Kodi doesn’t clear it.  The only way I can get it to go back to 3840x2160p @ 59.94Hz is to remove it from the whitelist.  

So I thought I’d add 3840x2160p @ 59.94Hz to the whitelist as a work-around, that way I could just switch back when it got stuck in 3840×2160 @ 29.97Hz.  But now it does a resolution change every time I start a 1080i program from the live TV guide.  However it doesn’t do a resolution change when I start a 720p program or a 720p or 1080i recording.  I’ve tried the GUI resolution set both to Auto and Unlimited.  

How are whitelists supposed to work?  If I have a single resolution whitelisted should it only automatically switch to that resolution if the source is in that resolution?  And if I have two resolutions whitelisted should I expect a resolution change even if the source is in neither of the resolutions?  

I’ve also noticed that the whitelist doesn’t work on PVR recordings, is it supposed to work on PVR recordings?
