General VLC media player Troubleshooting • When playing a CD with VLC, a phenomenon similar to frame advance occurs.

I am using Windows 11 23h2 in a net boot environment.
An HP DVD drive (model number: TPC-l017-SL) is connected via USB. I am contacting you because I am having problems playing CDs in VLC.

If you insert the CD into a PC that has a built-in drive and play it, you can play it without any problems.
When you insert a CD into a USB-connected DVD drive and play it, frame-by-frame skipping occurs.
Specifically, the phenomenon of frame-by-frame advance is as follows.
Select and play CD with VLC
→CD reading
→The playback seek bar advances 2 to 3 seconds at a time while outputting a sound like fast forwarding *Starts at around 0:50 of the song around 4:20
→ After a while, playback will stop and the CD will be read.
→The playback seek bar advances 2 to 3 seconds at a time while outputting a fast-forwarding sound again. *Starts at around 4:10 of the song at around 4:20.
→Song ends
So at first I thought there might be a problem with the optical drive, so I contacted HP and took the following steps, but the situation remained the same.
・Terminal discharge
・Reinstall the DVD drive driver

When I put a CD into the DVD drive and select an audio CD to play in VLC Media Player, a phenomenon like frame-by-frame skipping always occurs.
Windows Media Player Legacy can play CDs without any problems.
So I think the next problem may be with VLC Media Player.

Please let me know if you have any suggestions for improvement.
