smart playlist don't work

Hi, kodi21 on win10 64, I can’t make them work, I’ve tried any possible combination, the media aren’t in library and I can’t add them anyway. I’ve created simple playlists and working, smart and party mode always empty trying add medias/playlist, why this is so complicated??
