Tv box for kodi without internet access

I am looking for suggestions for a TV box that can run kodi and iptv on a closed network without internet access. there is an iptv broadcast TV system and a nas server on the network.
can anyone recommend a TV box, it doesn’t have to be high resolution like 4K, as there are only old TVs on the network
