I agree there are bugs in the first-use dialog. I am on Android not Chromebook, but I can bypass the dialog, do get the menus, go to the top of More > Settings and either select directories in which VLC looks for media or allow VLC to look everywhere. The latter can be unchecked as well as checked, though if you turn off all authorizations, VLC is going to find no media.
Newly installed VLC opens in the Video section. On devices holding only audio, it is startling to be told there are no media.
