Intermittent network issues



I’m running Kodi on LibreElec on an old Dell optiplex connected through a switch to my router. I had the same issues on another machine with the same boot drive, so it may be associated with the install but I don’t want to reinstall until I have to.

Let’s start with SSH:
I’m aware these sorts of issues are a common topic here among beginners (I’m not a beginner with linux and networking). I want to assure you I’ve enabled SSH in the LibreElec settings, set and reset the password, disabled and reenabled ssh, rebooted and I’m able to ping the machine’s IP. I’m able to ssh into other machines on the same network. I am trying to use ssh from both putty and command line, I’ve removed the keys from known_hosts as well.
I’m getting:
ssh: connect to host 10.0.0.109 port 22: Connection refused

At some times (rarely) I am able to ssh into the machine. I am not sure what distinguishes when I am able to get in and when I am not. It seems to be after I disable/reenable and change the ssh password, but it is not consistent at all. I would post logs, but there are other issues that are preventing that:

Most of the time the machine is not able to connect to the internet. Movie information scrapers don’t work, log uploads don’t work, etc.
Samba connections work to/from, and I can ping the machine, so it’s connected to the local network.
I don’t know how to characterize this, I don’t really see many other people having this issue.
