kodi: basic use cases for nas

Hello. I’m a newbie here. Could someone advice me on how i use Kodi properly? I want to apply it on a GPU-less nas and want transmit media/video over a web server to a client.
is it possible with kodi? Or kodi is a client application in a given use case? Hence, has no own web-server?
