cec.dll replaced in (17.0-BETA6 Git:20161112-ae37dd6) nightly?

Not found in the windows installer. Kodi generates error:

ERROR: Win32DllLoader::Load: Failed to load "E:\Media\Kodi 16.0 - 17 upgrade\cec.dll" with error 126: "The specified module could not be found.

Seems to have been replaced by libCEC.dll.
