I need help with a conversion of a PC.

I have a PC right now that I have hooked up to my 80" TV. I mainly have used it to download movies and watch them on the TV. (and surf the web of course)

Now that I have found Kodi, I want to convert it to a Kodi Box. I wish to do this because I am now on disability and can not afford the NVidia box that cost $200 at Best Buy. I am also quite fed up with Win 10.

So what I am thinking is that I would like to convert the computer to a dual boot Linux box.
I'm not really sure that it needs to be a dual boot, I can only tell you that there is ONLY two things that I am trying to accomplish with this conversion.

One is to be able to use Kodi and the other is to have Chrome to surf the web. Those are my two priorities.

The computer is an i3-3220 Dual Core 3.3ghz.
Dual Channel DDR3 2800+(OC) - 8gb.
Motherboard is an ASRock Z77 Extreme4 LGA 1155 Intel Z77 HDMI.
I'm using the graphics built onto the board which is Intel HD Graphics 2500/4000
At least 6gig of SATA 6Gb/s storage.

First, will this configuration give me top Kodi performance as is or is there something I should upgrade? The board will do up to 32gb of ram and an i7 cpu if needed.

Is there an add-on that would install a list of add-ons from various repositories automatically? That would be a lightweight way to copy a build to different machines. That would work a bit like requirements.txt for pip in Python.
