Looking to upgrade from an Asus Chromebox to Windows Mini PC/NUC

Hello, first i want to mention that I’ve done my research before posting here. I’m still unable to find what i need in a NUC form factor.

My current Setup:
Asus Chromebox, booting Windows 10 off an external hdd (yeah i know why not linux, well let me tell you my box has an odd bug that any linux distro I’ve tested fully hang after +-20 minutes of whatching any type of video, eather streaming or playing content from a browser or kodi … doesn’t matter. The only linux distro that doesn’t hang and works well is ChromeOS, so im limited to that and Windows which also works well). I want to give this box with ChromeOS to my dad and purchase a better box.

What i need:
Mini PC or NUC, must have Intel chip with also good CPU performance not just GPU (No Atom architecture based), quad core if possible, able to hw decode upto 1080p HEVC 8bit (chromebox can just software decode upto 720p hevc 8bit), 2 x SODIMM slots, budget friendly and BAREBONES.

My Options:
Broadwell: fritsch wrote “i would not invest in anything broadwell based”. No hevc 8bit hw decoding.
Braswell: From what I’ve read this should work. I’ve read the ” Intel Braswell boxes Compilation” http://forum.kodi.tv/showthread.php?tid=229096, but the best options are eather Out of Stock, Not available in the US or has lots of bad reviews (like the Intel NUCs).
Skylake: Unless i find a box with HDMI 2.0, HDR i don’t see why i should pick this
Kaby Lake: Way too new and expensive for sure.

I want to mention that for what i do on the Chromebox with Windows 10 is enough for me really, it performs well, i just want a similar performance box that can handle 1080p hevc 8bit without a hassle and with full Windows support.
