Problem with FPS in Kodi for Android

I have an imported Android media player box that has worked fine.It came with Kodi 16.1 pre-installed, but I was dumb to try and update it to 17.1 which made things worse.

To not loose all my settings, I followed a guide for that:

This worked fine and I got Kodi updated to 17.1 and my settings were still there.
But I then noticed that movies were not smooth, like if a car goes from left to right on the screen, it was lagging.

It felt like Kodi were trying to run the movie at another framrate than my TV were using.
Android resolution is set at 1920×1080 @ 24Hz as I always use, but when )I check in Kodi, it detects it as 1920×1080 @ 60Hz, but that is wrong, cause the TV also reports it’s running at 24Hz.
And there is a setting in Kodi for changing this but it locked and cannot be changed as I could in 16.1.

I have uninstalled and reinstalled several times, both by downloading apk from kodi webiste and I have also tried from Google play, but the same thing happens.
So after all this I gave up and tried to go back to 16.1, but when it starts, the home screen flashes by for a second and then it crasches, so now I’m back at 17.1 again that at least starts.

How can I solve this issue. I would have tried not keeping my settings and reseting everything but that is not an option really since that would mean I need to mark several hundreds of movies and tv–shows as watched again which will take forever.
