Kodi for PC IOS Football Addons IPTV M3u Sports

If this has been asked before I crave indulgence from you all. Is it possible to install the Kodi 17.3 LibreELEC OS onto a CS 918 box with an AMD Cortex A9 cpu and Mali 400 gpu? It currently has Android Kitkat on it.

I'm not able to reach any repo from a Huawei phone running android 7.0 Fresh install, zero addons. No ISP block as other devices are working on the same network. Pastebin log Any help appreciated.
